Biography
Major General Raul Cunha is a Portuguese military officer, security and defense expert, and former senior official in international peacekeeping missions. He is widely recognized for his long career in the Portuguese Army and for his work on military strategy, crisis management, peace operations, and European security. He also served as a professor at the Institute of Higher Military Studies and as a military judge, combining operational experience with academic and legal expertise.
Between 2005 and 2009, he served as Military Adviser to the Special Representative of the United Nations Secretary-General in Kosovo, leading a multinational group of observers from 26 countries. In recent years, Cunha has become an important public voice in debates on NATO, the war in Ukraine, European security, and the future of international order.
